Dr. Romulo Bacorro Jr., is a Filipino physician, public servant, and development advocate whose career spans medicine, governance, and community leadership. He is currently serving as the 13th Vice Governor of the Province of Marinduque, bringing to public office a strong foundation in healthcare, public administration, and crisis leadership.
Dr. Bacorro is a medical professional specializing in Obstetrics and Gynecology at the Jose Reyes Memorial Medical Center in Manila. He holds a Bachelor of Science in Chemistry from Far Eastern University and earned a Master’s Degree in Hospital Services Administration (MHSA) from the Ateneo School of Business, complementing his Doctor of Medicine degree. His academic and professional background has shaped his holistic approach to governance, particularly in public health and institutional management.
Before returning to elected office, Dr. Bacorro served as President and Chief Executive Officer of the Kaluppa Foundation, where he focused on social development and community empowerment. Earlier in his political career, he served multiple terms in the provincial government, including as Vice Governor of Marinduque from 2013 to 2019 and from 2019 to 2022. In 2019, he assumed the role of Acting Governor following the passing of Governor Carmencita Reyes, demonstrating steady leadership during a critical transition. In his address to provincial employees at the time, he emphasized unity, continuity, and collective responsibility in governance.
A seasoned politician, Dr. Bacorro has been affiliated with major political parties such as PDP–Laban and Aksyon Demokratiko, reflecting his adaptability and broad appeal across political lines. In the 2022 national and local elections, he ran for governor against former Associate Justice Presbitero Velasco Jr., garnering 39,036 votes against Velasco’s 61,848 votes. In the 2025 midterm elections, he successfully reclaimed the vice gubernatorial post, defeating incumbent Vice Governor Adeline Angeles with 75,930 votes to 51,982, a winning margin of 23,948 votes.
Throughout his tenure, Dr. Bacorro has championed a platform centered on transparency, effective public service, and community welfare. His policy priorities include strengthening healthcare systems, improving infrastructure, supporting agriculture, and building economic resilience. His participation in initiatives such as the Global Competitiveness Amidst COVID-19 Webinar on Business and Management underscored his advocacy for innovation, preparedness, and sound public sector management during crises.
In terms of integrity and conduct, Dr. Bacorro has maintained a largely clean ethical record. In 2019, he was among several officials named in a complaint alleging violations of the Anti-Graft and Corrupt Practices Act related to procurement concerns. The complaint, filed by then board member and now Governor Melecio Go, did not result in significant legal consequences. He has consistently complied with statutory requirements, including the regular filing of his Statement of Assets, Liabilities, and Net Worth (SALN), reinforcing his commitment to accountability and transparency in public office.
Beyond politics, Dr. Bacorro has made notable contributions in both healthcare and civic leadership. He previously served as Medical Director of the Santa Cruz District Hospital, where he worked to improve access to healthcare services, particularly in rural communities. He has also held key leadership roles as President of the Marinduque Tourism Council, Chairman of the Philippine Public Health Association – Marinduque Chapter, Chairman of the Marinduque United Farmers and Traders Association, and Chairman of the Philippine Chamber of Commerce – Marinduque Chapter. These roles reflect his broad engagement in health, tourism, agriculture, and economic development.
